Digital resources that may be candidates to form part of PADICAT are cultural, scientific and general documents produced in digital format and created in Catalonia, or which contain information pertaining to Catalonia or of interest mainly to the Catalan people.

The term "web site" is understood as follows:

A web page identified by a URL or a group of web pages hierarchically linked to a home page identified by a URL.
A unit of documentation that is sufficiently recognisable and different from the rest due to its subject matter, authorship or representation of an institution.

PADICAT bases its collection system on the following strategy:

Web sites under the .cat domain.
Web sites located on servers in Catalonia.
Web sites under other domains (.es, .com, .net, .org, etc.) in the Catalan language.
Web sites that do not meet the above criteria but whose subject matter relates to Catalonia.
